A label supplier will quote you for two labels on a suitcase. A fiber content label and a care label. The federal rules that create both of those requirements exclude luggage.
This is worth knowing before it becomes a line in your bill of materials, because it recurs on every order forever.
The fiber content rule says luggage out loud
The Textile Fiber Products Identification Act is the rule behind the little tag listing 65 percent polyester and 35 percent cotton. It has a published exclusion list, and travel goods are on it.
The FTC states that textiles used in handbags or luggage are excluded from the labeling requirements. Read the phrase carefully. Textiles used in handbags or luggage. The lining in your case is a textile used in luggage, and so is the interior trim, and so is the divider panel.
The Canadian answer lands in the same place under a different statute, and its packaging rule can still reach you, which is set out in luggage labelling in Canada.

So the washing symbols some suppliers print on a luggage lining tag are decoration. Harmless decoration, until somebody prices them per unit across a container. Which labels a program actually carries is a specification decision, and it belongs beside the logo and marking decisions covered in logo application on metal and plastic cases.
What does have to be on the case
One thing, and it comes from a different agency under a different statute.
Country of origin marking. That is customs law rather than FTC labeling law, it applies to the article itself rather than to its textiles, and it has its own rules about permanence, legibility and placement. Where that mark physically lands, on the case or on the carton, belongs in the packing specification rather than in a conversation at loading, which is the subject of export packing and marks.
The trap in the exemption
An exemption from having to say something is not permission to say it carelessly. Chemical content sits in the same category, since a restricted substances claim is also one you own once you make it, which we go through in Prop 65 and luggage.
The FTC treats some categories as exempt only while fiber content goes unmentioned. Coated fabrics, where a polymeric coating adds 35 percent or more of the weight, sit in that group. State a fiber content and you have stepped back inside the rule you were outside of.
The practical version is short. If you print 600D polyester on a hang tag because marketing likes the number, that claim now has to be true and has to stay true when the lining supplier changes. A statement you were never required to make is still a statement you can be wrong about.
Where this actually goes wrong
Three situations, and all three are copy and paste failures rather than compliance failures.
A garment supplier’s tech pack template. Brands moving into luggage from apparel bring the label section with them. It arrives with fiber content, care symbols and an RN number. None of which the product needs.
A marketplace listing field. Some platforms require a material composition entry to publish. That is a platform rule, not a federal one, and the answer you type there is a claim you now have to support.
A separate textile item shipped with the case. Packing cubes, laundry pouches and garment sleeves are their own products. Whether each of them sits inside or outside the exclusion is a separate question from the suitcase, and it should be asked separately rather than assumed to follow the case.
What belongs in the specification instead is the lining material stated for engineering reasons, weight, weave and coating, because that is what the factory buys against. That distinction sits in our note on what a luggage tech pack has to contain.
