You can print Designed in California on a case built in Dongguan. What you cannot do is print it alone. Once a US place name appears on an imported article, Customs requires the country of origin to sit next to it, in at least comparable lettering, permanently.

That is an engraving decision, not a packaging decision, and it has to be made on the same drawing that carries the closure and the handle rails.

Two agencies, two different questions

Brands conflate these and then get surprised twice.

The FTC governs what you claim. Whether you can say a product is made in the United States at all.

Customs governs what you mark. Where the origin appears on the physical article and how permanent it is.

Passing one does not satisfy the other. A case can be marked perfectly and still carry a claim the FTC treats as deceptive, and a truthful claim can still ship in a way Customs rejects.

What the FTC rule actually says

An unqualified Made in USA claim, under 16 CFR 323.1(a), covers any unqualified representation that a product is of US origin, including words like made, manufactured, or crafted.

To carry that claim, 16 CFR 323.2 requires all three of the following.

Final assembly or processing occurs in the United States.

All significant processing occurs in the United States.

All or virtually all ingredients or components are made and sourced in the United States.

Under 16 CFR 323.3 the same standard applies to mail order catalogs and promotional material, so it reaches your website and your Amazon listing, not just the case. A violation is treated as a violation of a rule under section 18 of the FTC Act per 16 CFR 323.4.

For a case built in China, the practical reading is straightforward. Designed in is a different claim from made in, and it is the one available to you.

The rule that changes your artwork

This is the one brands miss.

Under 19 CFR 134.46, when the name of a place other than the country of origin appears on an imported article, the country of origin must appear preceded by Made in, Product of, or words of similar meaning, in close proximity to that place name, in at least comparable size, legibly and permanently.

Read the two constraints together. Close proximity means the origin mark cannot live on a sewn tag inside the lining while California sits engraved on the shell. Comparable size means it cannot be set in six point type under a twenty point city name.

So the decision is not whether to engrave the brand line. It is whether you are prepared to engrave Made in China at the same size, in the same place, at the same time.

What that means at tooling

On an aluminum shell, permanent means laser engraved, etched, or a riveted plate. A printed sticker does not meet the permanence standard in 19 CFR 134.41, and improperly marked goods carry additional duties of 10 percent of appraised value under 19 CFR 134.2.

Position and size go on the drawing. Engraving location is fixed in the same operation that cuts the lock cavity and the handle rails, so a brand that decides its origin line after tooling is choosing between a second die and a sticker.

Three questions settle it before anything is cut.

Does any US place name appear anywhere on the article itself, including a logo lockup that contains a city.

If yes, where does the origin line go so it is adjacent and comparable in size.

What method holds on that surface finish, since anodized, brushed, and powder coated do not take the same marking.

What we do about it

We mark to your instruction and we tell you in writing when the instruction will not hold. If you send artwork with a US city on the shell and no origin line beside it, we will flag it before tooling rather than after the container ships.

We do not give legal advice and we are not your compliance counsel. What a factory can usefully do is describe exactly what is being engraved, where, at what size, and by what method, so your counsel can check it against the rule rather than against a description.

We take orders from 300 pieces on stock 5052 through existing molds, and marking method is part of the drawing rather than a later decision.

If your artwork includes a place name, send it with the shell finish specified and we will come back on what the surface will actually hold.

What we will not do

We will not engrave an unqualified Made in USA line on a case built in Dongguan, whatever the purchase order says. That claim fails 16 CFR 323.2 on its face and the exposure lands on the importer, which is you.

We will also not quote a sticker as though it satisfies permanence. If a sticker is what the budget allows, we will say what it is and what it risks, and you can decide with the number in front of you.

A US market claim on a kids product carries a document requirement the adult range does not. The certificate belongs to the importer, as set out in kids luggage CPSIA testing.

A design claim only survives if the specification behind it is written down. what a tech pack has to contain is the document that does it.

A design claim needs branding that survives handling. The routes are compared in how a logo actually gets onto a metal shell.

Frequently asked questions

Can we print Designed in USA on a case manufactured in China?

Yes, and under 19 CFR 134.46 the country of origin must then appear preceded by Made in or Product of, in close proximity, in at least comparable size, legibly and permanently.

Can we say Made in USA if we only assemble the case in the United States?

16 CFR 323.2 requires final assembly in the US, all significant processing in the US, and all or virtually all components made and sourced in the US. Assembly alone does not meet the standard.

Does the rule apply to our website as well as the product?

16 CFR 323.3 applies the same standard to mail order catalogs and promotional materials, which reaches marketing copy rather than only the article itself.

Can we put a Made in China sticker on the case?

19 CFR 134.41 requires the mark to be legible, indelible, and permanent through normal distribution and store handling. Improperly marked goods carry additional duties of 10 percent of appraised value under 19 CFR 134.2.

Do you customize from customer’s drawings and specs?

Yes. Send a 3D file or a dimensioned 2D drawing with the closure type and the engraving position marked. Engraving position is cut in the same operation as the lock cavity.

What is your MOQ for this type of product, and do you support small test batches?

300 pieces on stock 5052 running existing molds, and we quote below that. Under 300 on new tooling the die cost will not amortize.
